   Integration of Objective Management and Total Quality Management:Case study of a public body


   Resorting to total Quality management (TQM) and Management by Objectives (MBO) is juged sometimes adequate and sometimes as a managerial fashion. The adoption of the two paradigms is associated not only with cases of "success stories" but also cases of incompatibility generating some costly dysfunctions related to some "deficits" in the quality of management, the strategic orientation and  employees involvement. Integrating these two practices is becoming a necessity in order for organizations to benefit from the synergetic effect an their effeciency.
     This article discusses the experience of a public organization related to the coexistence between TQM and MBO. Atheoretical sheme for integration is realized by mobilizing the socio-economic approach and aiming at reaching sustainable performance.

     Research is based on the triangulation methodology combining qualitative and quantitative methods along with participative observation. Empirical research is oriented towards strategic analysis of organisational situation and the developement of a contingent project for integration.

     Survey dealing with members of the organisation confirms the existence of conditions favourable for an integrated managerial mode even though the culture in action deprives it from fully benefiting from human potentialities.
