Public Management and Private Management, What Comparison?

           The 1990s undeniably marked the emergence of new modes of public management in the Moroccan administration, with the objective of accompanying the national economy in the wake of the structural adjustment programs implemented in 1983. This emergence did not economic growth and the national environment such as globalization, international economic crises, strong economic connection, explained by the opening up of markets and the permeability of geographical borders ... For endogenous factors, they are characterized by the increasing power of local elected representatives and civil society, the approval of the reform of the public administration, the approximation of the logics of management between the public sector  and private sectors. The influence of the latter is felt at the level of the management principles (results-based management, quality circles, integrations of performance, effectiveness and efficiency concepts) and managerial innovations adopted by the public sector (the progressive introduction of control tools in the administration: cost accounting, calculation of full and partial costs, etc.); irrespective of the nature of the public organization: local authority, ministerial department, public institution ... This outburst of new management methods is explained by the continuous improvement of public service performance by senior public officials as a result of perpetual changes in the internal and external environment.
